After the implementation of the Tuition and Other Fees Increase, (popularly known as TOFI) it was clear that the UP system needed a change in leadership.

Alfredo E. Pascual is the 20th president of the state’s premiere university. He  holds a degree in BS Chemistry and Masters in Business Administration. He is also an international finance and development professional with 37 years of track record as banker.

He was a University Regent and U.P. Alumni Association President from 2009 to 2012.

Pascual stressed that tuition increase is not part of his agenda, he pointed out that  government support is an investment rather than an expense.

“Government financial support for UP is not an expense, but an investment that will yield copious dividends for our country,” Pascual said at his investiture as UP’s 20th president.

He further outlined his master development plan for UP during his investiture. “This master development plan will be the basis of capital improvements in the campuses and the proactive and orderly development of our land assets for revenue generation,” Pascual said.

Pascual brings new hope to the budget cut prone state university.
